What is Learner license
In order to develop an effective public transport system in Assam, Assam RTO makes it essential for a person to obtain a Learner license. A learner license is an official document that gives a person the legal freedom to learn to drive with a trained motor vehicle instructor. The Motor Vehicles Act, 1988 makes it essential for a person to obtain a Learners License before applying for a permanent Driving license.
Learner license is a temporary license that is valid for 6 months. Assam RTO issues Learner license to a person based on the results of the examination.
Online application process for obtaining a learners license in Assam:
Now people of Assam can also get Learner license by taking Exam online from home. Applicants using Aadhaar authentication can take the LL examination from their home or any place of choice, there is no need to visit the RTO Office. The password of the online LL examination will be sent as an SMS to the registered mobile number linked to Aadhaar. Successful applicants can download their Learners License Online. Without Aadhaar, applicants will have to visit the RTO office for document authentication and LL verification in person.
Now Vehicle registered in Assam can get fitness certificate renewed in any DTO Office of Assam.
Now Learner's License can be obtained online by taking computerised test sitting at home, without visiting DTO Office.

Eligibility Criteria for Obtaining a Learning License in Assam:
You must be (18) years of age to apply for a Learner License and (21) years of age to drive a transport vehicle. However, a person of (16) years of age may drive a motorcycle with an engine capacity not exceeding 50cc in public places.

Close/Skip Contactless Licence Services (pop up)
Click on apply for Learner license
Select Applicant does not hold Driving/ Learner License (Submit)
Submit via Aadhaar Authentication
Fill and submit the application form online
Upload the documents
Pay the application fees
Applicants using Aadhaar authentication can take the LL Test from their home or any preferred location, no need to visit RTO. Password for Online LL Test will be sent as SMS to the registered mobile number linked with Aadhaar. Successful applicant can download his/her Learner License
